Redland City Council focuses on parking at Weinam Creek

Weinam Creek, Redland Bay

What’s happening?

Redland City Council has clarified its position on the future of the Weinam Creek Priority Development Area in Redland Bay.

At its December General Meeting, Council made a decision that will allow the delivery of a multi-storey car park within the PDA without being dependent on surrounding development.

Council also resolved not to extend a non-binding Memorandum of Understanding between Redland Investment Corporation and the preferred development partner. The agreement was due to end on 31 December 2025.

The decision does not cancel the existing PDA master plan. Instead, it allows Council to work directly with the Queensland Government to speed up delivery of the car park.

Once the car park delivery is resolved, Council will review the future of the precinct and its proposed land uses.

Why it matters?

Parking at Weinam Creek has long been a concern for residents and commuters using the ferry terminal.

Council says increasing vehicle parking is a high priority for the community. The new approach aims to remove delays caused by tying the car park to broader development stages.

The organisation has also addressed public speculation. It confirmed that all decisions are made in line with the principles of integrity, transparency and accountability under the Local Government Act 2009.

Council stated that conflicts of interest are registered and managed under proper governance processes.

Local impact

For Redland Bay locals, the focus is clear. More parking near the ferry terminal could ease daily pressure for commuters and visitors.

Council still envisages the area as a mixed-use residential and retail precinct. Plans include rejuvenated parks and open spaces, with improved accessibility to the ferry terminal.

The December decision also requires Council officers and Redland Investment Corporation to regularly consult with Council on progress. This includes updates on commercial and community benefits linked to the master plan and car park.

By the numbers

  • The non-binding Memorandum of Understanding was scheduled to end on 31 December 2025, prompting the Council’s decision at its December meeting.

  • The existing PDA master plan remains in place, allowing the multi-storey car park to proceed independently of other surrounding development stages.

  • Under the December 2025 resolution, the Council’s CEO was delegated to negotiate directly with the Queensland Government to progress the car park delivery.

As part of the December 2025 resolution, the Council’s CEO was delegated to negotiate with the Queensland Government.

The CEO then authorised these negotiations to the Council’s General Manager, Infrastructure and Operations.

Future decisions will be subject to the governance standards of both Council and the Queensland Government. This will occur as part of the PDA master planning and approval process.

Zoom out

The Weinam Creek PDA has been positioned as a key waterfront precinct for Redland Bay.

While development pathways may shift, Council maintains that the long-term vision remains. The area is expected to continue as a mixed-use residential and retail precinct, supported by open space and improved transport access.

The current step separates the car park from broader commercial arrangements. That move is intended to fast-track critical infrastructure.

What to look for next?

Watch for updates on negotiations between the Council and the Queensland Government.

Further announcements are expected once the delivery of the multi-storey car park is resolved. A review of the broader precinct and its proposed land uses will follow.
