What’s happening?
Construction has started on the major Kinross Road upgrade in Thornlands, covering the section between Boundary Road and East Ridge Street.
The project will improve road safety, traffic flow and transport access for the Kinross estate and surrounding communities. It will also prepare the area for continued housing growth.
Redland City Council awarded the construction contract to SEE Civil, which specialises in complex road and engineering projects. The Australian Government is fully funding the upgrade through its Housing Support Program, Community Enabling Infrastructure Scheme.
Why it matters
The project will support current residents while preparing local roads for more families moving into the growing Kinross estate. Acting Mayor Julie Talty said the upgrade would provide long-term benefits for the wider Redlands community.
“These works will not only support the residents of today, but also families who move into the area as the estate continues to grow, I’m pleased to see these works getting underway and look forward to the benefits this project will bring to commuters and residents,” Cr Talty said.
Local Impact
The upgrade will give motorists, cyclists and pedestrians safer connections through Thornlands. It will also improve access to public transport and surrounding residential areas.
Division 7 Councillor Rowanne McKenzie said the work responded to the community’s need for safer and more efficient local travel.
“We know our residents value being able to get around their communities smoothly, safely and efficiently, and that is exactly what these works are designed to achieve as the estate continues to grow,” she said.
Council will advise the community about traffic changes throughout construction. Traffic management plans and detours will be shared before they take effect, giving residents time to plan.
Motorists should follow all construction signs and reduce their speed when approaching the work area.

- The Australian Government has allocated $35.5 million, the largest federal grant secured by Redland City Council for one project.
- Three new roundabouts will be built, while part of Kinross Road near Boundary Road will expand to four lanes.

The project covers more than the main road surface. Crews will build dedicated cycle lanes, footpaths and bus stops while installing new LED lighting.
The work also includes improved stormwater drainage, boulevard-style landscaping and measures to protect local fauna.
Cr Talty said the project would support residents within the estate and across the wider city.
“The upgrade will take in the stretch of Kinross Road between Boundary Road and East Ridge Street, supporting surrounding residents in the Kinross estate and the broader Redland City community. Works to be delivered under the project include three new roundabouts, a four-lane upgrade on Kinross Road at the intersection of Boundary Road, dedicated cycle lanes, LED lighting, boulevard-style landscaping, improved stormwater drainage, and fauna protection measures.”
Cr McKenzie said the broader package of work would improve connections for different road users.
“The improvements don’t stop at an upgrade to the intersection and the installation of roundabouts – they also include new lighting, landscaping, bus stops, cycle lanes, footpaths and fauna protection measures. Council has further supported growth in this area with the installation of a 1.2-kilometre gravity sewer main that will service the Kinross Road area as it evolves.”

The road upgrade forms part of wider infrastructure planning for housing growth in Thornlands. The combination of road, cycling, pedestrian and sewer improvements will support both existing and future households.
The federal funding also marks a major result for Redland City Council. The project represents the single largest federal-level grant the council has secured.
What To Look For Next?
Construction is scheduled for completion in 2027, although weather and conditions at the site may affect the timetable.
“Work is expected to be completed in 2027, subject to weather and other conditions on site,” Cr Talty said.
