What’s happening?
Redland City Council has progressed planning for the Birkdale Community Precinct, with the final LGID ready for formalisation.
The designation will establish one approval framework across the entire precinct. It will align future works with the adopted master plan and consultation feedback.
The Queensland Government’s assessment added mandatory requirements covering environmental protection, transport, access, bushfire management and water quality.
Under Council’s existing delegation, the Chief Executive Officer will formally make the LGID. A notice will then be published in the Government Gazette.
Why it matters?
The LGID provides a clear and streamlined statutory planning pathway for the precinct’s future delivery.
Acting Mayor Julie Talty said the designation was an important milestone for one of Redlands Coast’s largest community projects.
“Birkdale Community Precinct is a once-in-a-generation project for Redlands Coast, and finalising the Local Government Infrastructure Designation is a critical milestone in turning the vision into reality,” Cr Talty said.
“The LGID gives Council and the community certainty around how the precinct will be planned, designed and delivered, while ensuring strong environmental protections and appropriate infrastructure are in place.”
The framework will reduce planning uncertainty while setting clear legal conditions for future development across the site.

The designation will guide the delivery of parkland, community facilities and supporting infrastructure within the Birkdale Community Precinct.
Cr Talty said the framework would create stronger planning foundations while supporting environmental and community outcomes.
“The designation will reduce planning risk and provide a clear, legally compliant framework for future development,” she said. “This is about putting the right planning foundations in place to deliver a precinct that supports our community, protects our environment, and creates lasting social and economic benefits.”
Willards Farm will also remain accessible through bookable heritage walking tours.
“The restored Willards Farm will continue to be activated through bookable heritage walking tours, enabling the community to experience one of Redlands Coast’s most significant 19th-century farming sites.”
By the numbers
- 2016: The designation operates under the Planning Act 2016, providing one approval framework for the entire precinct.
- 1999: The LGID aligns with a Commonwealth environmental decision made under the Environment Protection and Biodiversity Conservation Act 1999.
- 2032: The framework supports the Redland Whitewater Centre, identified as a Brisbane 2032 Olympic and Paralympic Games venue.

The LGID reflects the adopted Birkdale Community Precinct Master Plan and feedback gathered through extensive community and stakeholder consultation.
Following its assessment, the Queensland Government added mandatory requirements covering several major planning and environmental areas.
These include environmental protection, transport and access, bushfire management, water quality and ongoing monitoring throughout the precinct’s delivery.
“These requirements ensure the precinct is developed responsibly and sustainably, with clear conditions around environmental management, transport infrastructure and ongoing monitoring,” Cr Talty said. “They will influence how and when elements of the project are delivered, but importantly, they do not prevent the precinct from moving forward.”
The LGID has also been finalised in line with the Australian Government’s “not a controlled action – particular manner” decision.
That decision was made under the Environment Protection and Biodiversity Conservation Act and sets conditions for how development can proceed.

The designation connects local planning with Queensland and Australian government requirements for infrastructure, environmental management and future development.
It also supports key infrastructure within the precinct, including the proposed Redland Whitewater Centre.
The Queensland Government has identified the centre as a Brisbane 2032 Olympic and Paralympic Games venue.
Beyond the Games, the LGID will provide a consistent approval structure for parkland, heritage areas and other community infrastructure.
Council says the framework will allow individual precinct elements to progress under clear conditions and ongoing monitoring requirements.
What To Look For Next?
Council’s Chief Executive Officer will formally make the LGID under the existing delegation.
The required notice will then be published in the Government Gazette, completing the formalisation process.
Once formalised, Council will continue implementing the Birkdale Community Precinct Master Plan within the approved framework.
Future works will follow the environmental, transport, bushfire and water quality requirements included in the designation.
Bookable heritage walking tours at the restored Willards Farm will also continue as the wider precinct progresses.
